Scholars continue to debate when the city was founded: The traditional founding date is 482 CE, so the city celebrated its 1,500th anniversary in 1982. Archaeological data indicates a founding in the sixth or seventh centuries, with some researchers dating the founding as late as the late 9th century.
According to the theory of Russian academician B. A. Rybakov, based on "The Tale of Bygone Years" and "The History of Taron" by the Armenian historian Hovhannes Mamikonian, Kyiv was founded by the Polans in the 5th century. This hypothesis formed the basis of the officially accepted founding date of the city.
Tolochko P.P. also wrote about it in 1981 (during USSR time when nothing could be published without censorship) in "New in Kyiv Archaeology" (page 45)
Novgorod founding
The founding year od Novgorod used to be considered 859, but according to Russian historian and archaeologist, specialist in the field of Slavic-Russian antiquities Nosov E.V. the is no archeological evidence of this, and the first archeological evidence are refering to the beginning of 10 century:
"Particularly illustrative in this regard are the overall results of the archaeological study of the city, summarized in 1956 by the head of the Novgorod Archaeological Expedition, A. V. Artsikhovsky. "Thus, excavations have proven that Novgorod emerged at the beginning of the 10th century," concluded A. V. Artsikhovsky. "There are no layers from the 8th and 9th centuries in Novgorod, contrary to scholars' expectations and in full accordance with the city's name." "It is unknown whether a 9th-century or earlier settlement will ever be found anywhere in Novgorod.""
Conclusion
So, Kyiv is older than Novgorod and thus can't be founded by Novgorodian prince
